VOTE YES TUES. APRIL 7, 2009 SALES TAX INITIATIVE FUNDING:   Currently Jefferson County 9-1-1 is funded from a home or business land-line telephone tax and agency dispatching fees. Because of cell phones the land-line telephone tax is decreasing. missouri is the only state that does not have a funding mechanism in place for cellphones, which means cellphones do not pay for 9-1-1 services. ELIMINATE HOME/BUSINESS TELEPHONE    TAX:   passage of the sales tax will eliminate the telephone tax currently assessed on your home/business telephone lines. CELLULAR 9-1-1 CALLS ABILITY TO LOCATE :   We do not know where you are if you dial  9-1-1 from a cellphone. 9-1-1 cellphone calls are more than 60% of our incoming telephone calls. We do not have the software/hardware technology that would enable us to locate    9-1-1 cellphone callers. REVERSE 9-1-1:   this system would allow 9-1-1 to make emergency notification (i.e. severe weather, lost child, haz-mat situation, etc). to residents in specific areas. ELIMINATE DISPATCHING FEES: 9-1-1 would eliminate the dispatching fee that agencies currently pay for emergency dispatching services. BACKUP FUNCTION:   if the systems fail at Jefferson County 9-1-1 Dispatch there is no facility that could perform all of the services currently provided by Jefferson County 9-1-1. RADIO MANDATE: 9-1-1 would update all customer radio s to be 2013 compliant. Install a radio system that would provide direct communications with 8 area counties. SUNSET CLAUSE: after 10 years the current one half cent sales tax would be reduced to one quarter cent.  PROPOSITION 911 When Jefferson County 911 began, voters decided to fund it with a small tax on home telephones. Now that many families are only using cell phones, our revenues are decreasing and the demand for services are increasing. Another issue that many people are unaware of, is that 911 can not locate you when you call 911 from a cell phone. 911 can not even tell what your phone number is when you call from a cell phone. Proposition 911 Is a half-cent sales tax to fund the project that will save 911 in Jefferson County, it will replace the current charge on your home telephone.
